Develops a transversal framework for ClimaLabs based on needs assessments, stakeholder mappings, and value propositions in each city. Initiates living labs with multi-level governance structures for co-design, testing, and demonstration of ClimaGreens. Supports entrepreneurial cooperation between local businesses, SMEs, start-ups, and other innovation actors, and helps ClimaGen cities integrate learnings into their long-term planning strategies.
