
D4.2 Local Communication, Dissemination and Exploitation Plans by all ClimaGen Cities presents the first iteration of city-specific strategies developed to translate the project’s common strategic framework into local contexts. Each plan outlines the city's existing communication channels, target audiences, outreach strategies, and barriers to engagement, offering a baseline for future, more detailed local strategies. Across diverse local contexts, cities share common challenges such as building trust, addressing low climate awareness, and overcoming digital exclusion. They also highlight the importance of combining institutional and grassroots channels, and using participatory approaches to foster inclusion and ownership. These initial plans aim to support alignment across the project, identify needs for capacity-building, and prepare for the co-creation of locally adapted communication materials in the next phase, ultimately strengthening public engagement in climate-resilient urban transformation.
